They do this by keeping galaxies and lifeforms in check by not allowing them to evolve into higher forms of civilization. To keep civilizations below type 4, SONS OF EL infiltrate planets to systematically dismantle or destroy their progression and evolution in civilization. However they also help lifeforms and civilizations to grow in order to test their own strength and intelligence in war and potentially find a subject worthy of becoming a child of EL and joining The Empire.
