In general web browsers and phones give up after any dimension exceeds 30,000 pixels. Windows, surprisingly, will generate a thumbnail, and present a low resolution preview in the Photos app, but in the background it will quickly eat up all of the system's RAM, then remove the preview and display an error message.
How does one make an image this large? Not in any image editor, that's for sure. That becomes impossible after about 80,000 x 80,000 resolution. So this behemoth was hand crafted in a hex editor, where the creator painstakingly modified the binary of a png file.
