Each Citizen PFP is composed and generated onchain and traits assigned at mint. Non-rare traits, if not locked, are reshufflable on wallet-to-wallet transfers while rare traits are locked at mint and unaffected by transfers.
Owners can reroll the background of their PFPs onchain, freeze their Citizen's appearance by locking traits so they are unaffected by transfers, and redacted their rare traits separately in the future.
