Within each tier, the pool is split proportionally by how many NFTs you hold.
Right now and on beta mainnet, only NFT holders can create events based on the amount of NFTs they are holding weekly. When we open it to everyone on public mainnet, a small creation fee will apply to prevent spam, but for NFT holders, event creation will always be free.
